A review of the process of industrial development shows that more than five decades have passed since the development planning system in Iran. By examining the first economic, social and cultural development program that was compiled in 1327 (seven-year program), it can be seen that the main axes of the program were attention to the infrastructures needed for development in the country. 1333 has continued, there is no clear plan for the industry. At that time, for the industry to be a priority, the necessary platforms were not provided. In that program, the implementation of several large government projects with foreign participation was also emphasized. The economic face of the society was also agricultural economy and a large part of the population lived in villages. In the second seven-year plan that lasted from 1334 to 1340, the industrial development strategy was neglected, because the things that were presented in the first seven-year plan, due to lack of experience, lack of facilities, lack of planning system and even lack of organizing system. , guidance and supervision had experienced implementation problems. Therefore, there were fundamental discrepancies between the performance and the program.
After the second plan, the country's planning system became a five-year planning system that lasted from 1341 to 1345. At that time, industrial development strategies and policies were determined. By creating some development infrastructures, the government came to the conclusion that the industry sector should be strengthened. The main thing that the planners did was that due to the oil revenues, the government investments were greatly increased. It was in this program that the "Organization of Industrial Areas" was established in August 1343 in order to plan and implement projects related to industrial areas. In the 4th and 5th plans, there is a relatively good leap in investment and establishment of industrial units.
